## Sec. 207 **[**[16 U.S.C. 1167](/us/usc/t16/s1167)**]** The Secretary is authorized to enter into agreements or contracts or leases with, or to issue permits to, any public or private agency or person for carrying out the provisions of the Convention or this Act.
