## SEC. 324 HACKENSACK MEADOWLANDS AREA, NEW JERSEY ###
(a)In General The Secretary is authorized to provide planning, design, and construction assistance to the New Jersey Meadowlands Commission for the development of an environmental improvement program for the Hackensack Meadowlands area, New Jersey. ###
(b)Elements The program to be developed under subsection
(a)may include at a minimum the following areas: ####
(1)Restoration and acquisitions of significant wetlands and aquatic habitat that contribute to the Meadowlands ecosystem. ####
(2)Development and implementation of a regional system to protect, preserve, and monitor wetlands and aquatic habitat. * * * * * * * ####
(7)Research, development, and implementation for a water quality improvement program, including restoration of hydrology and tidal flows and remediation of hot spots and other sources of contaminants that degrade existing or planned sites. ###
(c)Cost Sharing Total project costs under subsection
(a)shall be shared at 75 percent Federal and 25 percent non-Federal. The non-Federal interest shall receive credit for lands, easements, rights-of-way, and relocations toward its share of project costs, but not to exceed 25 percent of total project costs. The non-Federal interest may also provide in-kind services not to exceed the non-Federal share of the total project cost. Operation and maintenance cost shall be 100 percent non-Federal. ###
(d)Credit The Secretary shall credit, in accordance with section 221 of the Flood Control Act of 1970 (42 U.S.C. 1962d–5b), toward the non-Federal share of the cost of a project to be carried out under the program developed under subsection
(a)the cost of design work carried out by the non-Federal interest for the project before the date of the partnership agreement for the project. ###
(e)Authorization of Appropriation There is authorized to be appropriated to carry out this section $20,000,000 for fiscal years beginning after September 30, 1992.
