## SEC. 948 BUDGET ACT REQUIREMENTS Any spending authority under this Act shall be effective only to such extent and in such amounts as are provided in appropriation Acts. For purposes of this Act, the term “**spending authority**” has the meaning provided in section 401(c)(2) of the Congressional Budget Act of 1974, except that such term does not include spending authority for which an exception is made under section 401(d) of such Act. **[**[33 U.S.C. 2201 note](/us/usc/t33/s2201)**]**
