## SEC. 4 EXPLANATORY STATEMENT The explanatory statement regarding this Act, printed in the House section of the Congressional Record on or about January 22, 2026, and submitted by the chair of the Committee on Appropriations of the House, shall have the same effect with respect to the allocation of funds and implementation of this Act as if it were a joint explanatory statement of a committee of conference, except that the contents printed under the headings “U.S. Immigration and Customs Enforcement” and “Border Security Operations” under the heading “U.S.
Customs and Border Protection” shall have no force or effect for purposes of this Act, and amounts specified in the “Final Bill” column under the sub-heading “Border Security Operations” under the heading “U.S. Customs and Border Protection” and under the heading “U.S. Immigration and Customs Enforcement” in the “Department of Homeland Security Act, 2026” table shall all be $0.
