For necessary expenses associated with cotton classing activities pursuant to 7 U.S.C. 55, to include equipment and facility upgrades, and in addition to any other funds made available for this purpose, there is appropriated, $4,000,000, to remain available until September 30, 2027: * Provided,* That amounts made available in this section shall be treated as funds collected by fees authorized under March 4, 1923, ch. 288, section 5, 42 Stat. 1518, as amended (7 U.S.C. 55).
