Sec. 749. A bank referenced in 12 U.S.C. 2128 may make and participate in loans and commitments and provide technical and other financial assistance to cooperatives and any other public or private entity (except for the Federal Government) for the purpose of installing, maintaining, expanding, improving, or operating facilities in a rural area as defined in 12 U.S.C. 2128(f)forthe processing or disposal of waste from any source, provision of telecommunication services, and producing electricity from any source for use or sale by the borrower.
