Section 3014(a) of title 18, United States Code, shall be applied by substituting the date specified in section 106(3) of this Act for “September 30, 2025”: * Provided,* That notwithstanding section 119, this section shall take effect on the date of enactment of this Act and shall not apply retroactively.
