## SEC. 1233 STATEMENT OF POLICY ON RECOGNITION OF THE ASSAD REGIME It is the policy of the United States not to recognize or normalize relations with any government of Syria that is led by Bashar al-Assad due to the Assad regime’s ongoing crimes against the Syrian people. # TITLE XIII OTHER MATTERS RELATING TO FOREIGN NATIONS ## Subtitle A Matters Relating to Europe and Russia
