## SEC. 3 LIMITATION ON APPROPRIATIONS No additional amounts are authorized to carry out this Act or any of the amendments made by this Act. Each program, project, and activity authorized by this Act or the amendments made by this Act shall be subject to the availability of appropriations made in advance for such purposes.
