## Sec. 116 ADMINISTRATION **[**10826**]** ###

(a)In General The Secretary shall carry out this title through the Administrator of the Substance Abuse and Mental Health Services Administration. ###

(b)Regulations Not later than 6 months after the date of enactment of this subsection, the Secretary shall promulgate final regulations to carry out this title and title III.
