## SEC. 562 SMALL COMMUNITY AIR SERVICE DEVELOPMENT GRANTS Section 41743 of title 49, United States Code, is amended— ####
(1)in subsection (c)— #####
(A)in paragraph (4)(B), by striking “10-year” and inserting “5-year”; and #####
(B)in paragraph (5)— ######
(i)by redesignating subparagraphs
(B)through
(G)as subparagraphs
(C)through (H), respectively; ######
(ii)by inserting after subparagraph
(A)the following: > > ##### “(B) > > the community has demonstrated support from at least 1 air carrier to provide service;” > ; and ######
(iii)in subparagraph (F), as so redesignated, by inserting “or substantially reduced (as measured by enplanements, capacity (seats), schedule, connections, or routes)” after “terminated”; ####
(2)in subsection (d)— #####
(A)in paragraph
(1)by inserting “, which shall begin with each new grant, including same-project new grants, and which shall be calculated on a non-consecutive basis for air carriers that provide air service that is seasonal” after “3 years”; and #####
(B)in paragraph
(2)by inserting “, or an airport where air service has been terminated or substantially reduced,” before “to obtain service”; ####
(3)in subsection (e)— #####
(A)in paragraph
(1)by inserting “or the community’s current air service needs” after “the project”; and #####
