Sec. 775. Of the unobligated balances from prior year appropriations made available for the Rural Energy for American program authorized by section 9007 of the Farm Security and Rural Investment Act of 2002, (7 U.S.C. 8107), $10,000,000 are hereby rescinded: * Provided,* That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
