## SEC. 551 EXPANSION OF JUNIOR RESERVE OFFICERS’ TRAINING CORPS Section 2031 of title 10, United States Code, is amended— ####
(1)in subsection (a)(1)— #####
(A)by striking “The President shall promulgate” and inserting “The Secretary of Defense shall promulgate”; and #####
(B)by striking “maintained, and shall provide” and all that follows through the period at the end and inserting “maintained.”; and ####
(2)by adding at the end the following new subsection: > > ### “(i) > > > ####
(1)> > The Secretary of Defense shall establish and support not fewer than 3,400, and not more than 4,000, units of the Junior Reserve Officers’ Training Corps. > > > #### “(2) > > The requirement under paragraph
(1)shall not apply— > > > ##### “(A) > > if the Secretary fails to receive an adequate number of requests for Junior Reserve Officer’s Training Corps units by public and private secondary educational institutions; and > > > ##### “(B) > > during a time of national emergency when the Secretaries of the military departments determine that funding must be allocated elsewhere.” > .
