## SEC. 1250 UNITED STATES BASING AND TRAINING IN NORTH ATLANTIC TREATY ORGANIZATION MEMBER COUNTRIES In considering decisions related to United States military basing and training in North Atlantic Treaty Organization member countries, the Secretary of Defense shall include among the factors for consideration progress toward the defense investment commitment agreed to in the Hague Summit Declaration of June 25, 2025, to invest not less than 5 percent of gross domestic product annually in defense by 2035, of which— ####

(1)not less than 3.5 percent is dedicated to core defense requirements and North Atlantic Treaty Organization capability targets; and ####

(2)not less than 1.5 percent is dedicated to other defense and security related investments.
