Notwithstanding section 101, title II of division E of Public Law 117-103 shall be applied by adding the following new heading and appropriation language under the heading “Executive Office of the President and Funds Appropriated to the President”:"“Office of the National Cyber Director “salaries and expenses For necessary expenses of the Office of the National Cyber Director, as authorized by section 1752 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116-283), $21,000,000, of which not to exceed $5,000 shall be available for official reception and representation expenses.”".
