## SEC. 778 **[**[7 U.S.C. 2204b-4](/us/usc/t7/s2204b-4)**]** For an additional amount for the Office of the Secretary, $30,000,000, to remain available until expended, to establish an Institute for Rural Partnerships: * Provided*, That the Secretary shall establish a grant program and distribute the funds to three geographically diverse established land-grant universities: * Provided further*, That the Institute for Rural Partnerships shall dedicate resources to researching the causes and conditions of challenges facing rural areas, and develop community partnerships to address such challenges: * Provided further*, That administrative or other fees shall not exceed one percent: * Provided further*, That such partnership shall coordinate and publish an annual report.
