## SEC. 1227 REPORT ON THE MILITARY CAPABILITIES OF IRAN AND RELATED ACTIVITIES ###
(a)In General Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees a report that includes the following: ####
(1)A detailed description of each of the following: #####
(A)Advancements in the military capabilities of Iran, including capabilities of all branches of the Islamic Revolutionary Guard Corps, including the Quds Force, the Artesh, and the Basij. #####
(B)All known instances of the supply, sale, or transfer of arms or related materiel, and technologies as described in the Missile Technology Control Regime, including spare parts, to or from Iran. #####
(C)All known instances of ballistic and cruise missile launches by Iran, including for the purposes of testing and development or use in military operations. #####
(D)Changes to the military capabilities of Iran-backed groups, most notably Lebanese Hezbollah, Asa’ib ahl al-Haq, Harakat Hezbollah al-Nujaba, Kata’ib Sayyid al-Shuhada, Kata’ib al-Imam Ali, Kata’ib Hezbollah, the Badr Organization, the Fatemiyoun, the Zainabiyoun, and Ansar Allah (also known as the Houthis). ####
(2)An assessment of each of the following: #####
(A)Impacts that the imposition or revocation of unilateral United States economic sanctions on Iran may have on the military capabilities of entities described in subparagraphs
(A)and
(D)of paragraph (1), and on the proliferation, procurement, and production networks of Iran’s drone program. #####
(B)Acts of violence and intimidation that Iranian-backed militias in Iraq have committed against Iraqi civilians. #####
(C)The threat that Iranian-backed militias in Iraq pose to United States personnel in Iraq and in the Middle East, including United States Armed Forces and diplomats. #####
(D)The threat Iranian-backed militias in Iraq pose to United States partners in the region. #####
(E)The role that Iranian-backed militias in Iraq, including the Badr Organization, play in Iraq’s armed forces and security services, including Iraq’s Popular Mobilization Forces. #####
(F)The effect of the United Nations arms embargo on Iran’s ability to supply, sell, or transfer, directly or indirectly, arms or related materiel while the embargo was in effect, and the effect of its expiration on these Iranian proliferation activities. #####
(G)Iran’s use of kidnapping operations against United States citizens and an analysis of opportunities to counter such actions or impose costs on Iran. #####
(H)Iranian involvement in regional narcotics trade, to include the following: ######
(i)Any element of the Government of Iran, including the Islamic Revolutionary Guard Corps (in this section referred to as the “IRGC”) and any Iran-backed group operating in Iraq, Syria, Lebanon, or Yemen, that supports the sale, supply, or transfer of narcotics in the Middle East region. ######
(ii)The benefits accrued from the sale, supply, and transfer of narcotics, and any of their precursors, in the region by any element of the Government of Iran, including the IRGC and any Iran-backed groups operating in Iraq, Syria, Lebanon, or Yemen. ######
(iii)All foreign terrorist organizations to or for which the IRGC, or any person owned or controlled by the IRGC, provides material support in the sale, supply, transfer, or production of captagon or other related narcotics or precursors in the Middle East and North Africa. ######
(iv)Activities conducted by the IRGC and the Ministry of Intelligence and Security
(MOIS)in Afghanistan related to the trade of methamphetamine or opiates, including synthetic opiates. ######
(v)All intercepted transfers involving the United States Fifth Fleet of narcotics from Iran or involving Iranian nationals or persons acting, or purporting to act, for or on behalf of the Government of Iran, including the IRGC and MOIS. #####
(I)Islamic Revolutionary Guard Corps-affiliated operatives and MOIS agents serving in diplomatic and consular posts, cultural centers, religious institutions, and religious functions outside of Iran and actions taken by the Secretary of Defense, the Secretary of State, and the heads of the elements of the intelligence community (as such term is defined in section 3 of the National Security Act of 1947 (50 U.S.C. 3003), consistent with the necessary protections for sources and methods, to reduce the influence of such operations, including disinformation operations, recruitment of local assets, and targeting United States nationals and foreign dissidents. ###
(b)Time Period Except as otherwise provided, the report required by subsection
(a)shall cover developments during the period beginning in June 2018 and ending on the day before the date on which the report is submitted. ###
(c)Updated Report Not later than 180 days after the date of the enactment of the National Defense Authorization Act of 2024 and annually thereafter for a period not to exceed 2 years, the Director of National Intelligence shall submit to the appropriate congressional committees an updated report that includes each of the matters listed in paragraphs
(1)and
(2)of subsection
(a)and covers developments during the period beginning on the day after the previous report was submitted and ending on the day before the date on which the updated report is submitted. ###
(d)Form The report required by subsection (a), and the updated report required by subsection (b), shall be submitted in unclassified form, but may include a classified annex. ###
(e)Appropriate Congressional Committees Defined In this section, the term “appropriate congressional committees” means— ####
(1)the congressional defense committees; ####
(2)the Committee on Foreign Relations and the Select Committee on Intelligence of the Senate; and ####
(3)the Committee on Foreign Affairs and the Permanent Select Committee on Intelligence of the House of Representatives.
