## SEC. 123 RULE OF CONSTRUCTION **[**[49 U.S.C. 60101 note](/us/usc/t49/s60101)**]** Nothing in this title or an amendment made by this title may be construed to affect the authority of the Administrator of the Environmental Protection Agency under the Clean Air Act (42 U.S.C. 7401 et seq.), the authority of the Secretary of the Interior under the Mineral Leasing Act (30 U.S.C. 181 et seq.), or the authority of any State, to regulate a release of pollutants or hazardous substances to air, water, or land, including through the establishment and enforcement of requirements relating to such release. # TITLE II LEONEL RONDON PIPELINE SAFETY ACT
