Notwithstanding section 101, amounts are provided for “District of Columbia—Federal Funds—Federal Payment to the Court Services and Offender Supervision Agency for the District of Columbia” at a rate for operations of $249,754,000: * Provided*, That the second proviso under such heading in title IV of division E of Public Law 116-260 shall be applied by substituting “$70,574,000” for “$66,743,000”.
