Effective upon enactment of this Act, the matter preceding the first proviso under the heading “Department of Veterans Affairs—Veterans Benefits Administration—Compensation and Pensions” in division F of Public Law 116-94 is amended by replacing “shall become available on October 1, 2020:” with “, to remain available until expended and to become available on October 1, 2020:”.
