In addition to amounts provided in section 101, an additional amount is provided for “National Archives and Records Administration—Operating Expenses” to carry out transition responsibilities of the Archivist of the United States under sections 2201 through 2207 of title 44, United States Code (commonly known as the “Presidential Records Act of 1978”) in the event of a Presidential Transition at a rate for operations of $18,000,000: * Provided*, That such amounts may be apportioned up to the rate for operations necessary to carry out such responsibilities.
