## SEC. 3503 MARITIME TECHNICAL ASSISTANCE PROGRAM Section 50307 of title 46, United States Code, is amended— ####
(1)in subsection (a), by striking “The Secretary of Transportation may engage in the environmental study” and inserting “The Secretary of Transportation, acting through the Maritime Administrator, shall engage in the study”; ####
(2)in subsection (b)— #####
(A)by striking “may—” and all that follows through “improvements by—” and inserting “shall identify, study, evaluate, test, demonstrate, or improve emerging marine technologies and practices to improve—”; #####
(B)by inserting before subparagraph
(A)the following: > > #### “(1) > > environmental performance to meet United States Federal and international standards and guidelines, including—” > ; #####
(C)in subparagraph (C), by striking “ species; and ” and all that follows through the end of the subsection and inserting > “species; or > > > ##### “(D) > > reducing propeller cavitation; and > > > #### “(2) > > the efficiency and safety of domestic maritime industries.” > . ####
(3)in subsection (c)(2), by striking “benefits” and inserting “or other benefits to domestic maritime industries”; and ####
(4)by adding at the end the following: > > ### “(e) Limitations on the Use of Funds > > Not more than three percent of the funds appropriated to carry out this section may be used for administrative purposes.” > .
