## SEC. 214 RESEARCH AND EDUCATIONAL PROGRAMS AND ACTIVITIES FOR HISTORICALLY BLACK COLLEGES AND UNIVERSITIES AND MINORITY-SERVING INSTITUTIONS OF HIGHER EDUCATION Section 2362 of title 10, United States Code, is amended— ####

(1)by redesignating subsections

(d)and

(e)as subsections

(e)and (f), respectively; and ####

(2)by inserting after subsection

(c)the following new subsection: > > ### “(d) Incentives > > The Secretary of Defense may develop incentives to encourage research and educational collaborations between covered educational institutions and other institutions of higher education.” > .
