## SEC. 1638 TIER 1 EXERCISE OF SUPPORT TO CIVIL AUTHORITIES FOR A CYBER INCIDENT Section 1648 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Public Law 115-232) is amended— ####
(1)in subsection (a), by striking “The” and inserting “Not later than May 1, 2020, the”; and ####
(2)by adding at the end the following new subsection: > > ### “(c) Limitation > > Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2020 for the Department of Defense for the White House Communications Agency, not more than 90 percent of such funds may be obligated or expended until the initiation of the tier 1 exercise required under subsection (a).” > .
