## SEC. 4028 RULE OF CONSTRUCTION **[**[15 U.S.C. 9062](/us/usc/t15/s9062)**]** Nothing in this subtitle shall be construed to allow the Secretary to provide relief to eligible businesses, States, and municipalities except in the form of loans, loan guarantees, and other investments as provided in this subtitle and under terms and conditions that are in the interest of the Federal Government.
