Paragraph (6)(B) under the heading “Administration of Foreign Affairs, Diplomatic Programs” of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2020 (division G of Public Law 116-94)is amended by striking “, not to exceed $10,000,000” and inserting in lieu thereof “for Worldwide Security Protection, not to exceed $100,000,000” and by adding the following before the period at the end: “: Provided, That no amounts may be transferred from amounts that were designated by the Congress for Overseas Contingency Operations/Global War on Terrorism pursuant to the Concurrent Resolution on the Budget or the Balanced Budget and Emergency Deficit Control Act of 1985”: * Provided*, That the exercise of the authority provided by such paragraph shall be subject to prior consultation with the Committees on Appropriations of the House of Representatives and the Senate.
