## SEC. 16 REQUIREMENT FOR LESSEES.17 Leases under this Act may be issued only to citizens of the United States, associations of such citizens, corporations organized under the laws of the United States or of any State or the District of Columbia, or governmental units, including, without limitation, municipalities. 17The amendment made by section 236(16) of Public Law 109–58 was carried out to reflect the probable intent of Congress.
