## SEC. 312 SENSE OF CONGRESS; PILOT IN COMMAND AUTHORITY It is the sense of Congress that the pilot in command of an aircraft is directly responsible for, and is the final authority as to, the operation of that aircraft, as set forth in section 91.3(a) of title 14, Code of Federal Regulations (or any successor regulation thereto).
