Sec. 128. Notwithstanding any other provision of this Act, except section 106, the District of Columbia may expend local funds made available under the heading “District of Columbia—District of Columbia Funds” for such programs and activities under the District of Columbia Appropriations Act, 2019 (title IV of division D of Public Law 116-6) at the rate set forth in the Fiscal Year 2020 Local Budget Act of 2019 (D.C.
