Sec. 123. Notwithstanding section 2208(l)(3) of title 10, United States Code, during the period covered by this Act, any advanced billing for background investigation services and related services purchased from activities financed using Defense Working Capital Funds shall be excluded from the calculation of cumulative advance billings under section 2208(l)(3) of such title. In the preceding sentence, the term “advance billing” has the meaning given the term in section 2208(l)(4) of such title.
