## SEC. 934 REPORT ON IMPLEMENTATION OF REQUIREMENTS ON ESTIMATION AND COMPARISON OF COSTS OF CIVILIAN AND MILITARY MANPOWER AND CONTRACT SUPPORT FOR THE DEPARTMENT OF DEFENSE Not later than March 1, 2019, the Secretary of Defense shall submit to the congressional defense committees a report on the implementation of Department of Defense Instruction 7041.04. The report shall include an assessment whether the Department of Defense is properly using civilian personnel in its workforce in the most cost-efficient manner when compared to its use of military and contractor personnel in its workforce.
