## SEC. 1082 PRINCIPAL ADVISOR ON COUNTERING WEAPONS OF MASS DESTRUCTION ###
(a)In General ####
(1)Designation of principal advisor Chapter 4 of title 10, United States Code, is amended by adding at the end the following new section: > > ## “SEC. 145 Principal Advisor on Countering Weapons of Mass Destructio > > **[**[10 U.S.C. 145](/us/usc/t10/s145)**]** > > The Secretary of Defense may designate, from among the personnel of the Office of the Secretary of Defense, a Principal Advisor on Countering Weapons of Mass Destruction. Such Principal Advisor shall coordinate the activities of the Department of Defense relating to countering weapons of mass destruction. The individual designated to serve as such Principal Advisor shall be an individual who was appointed to the position held by the individual by and with the advice and consent of the Senate.” > . ####
(2)Clerical amendment **[**[10 U.S.C. 131](/us/usc/t10/s131)**]** The table of sections at the beginning of such chapteris amended by adding at the end the following new item:" “145. Principal Advisor on Countering Weapons of Mass Destruction.” ". ###
(b)Oversight Plan **[**[10 U.S.C. 131 note](/us/usc/t10/s131)**]** Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a plan to streamline the oversight framework of the Office of the Secretary of Defense, including any efficiencies and the potential to reduce, realign, or otherwise restructure current Assistant Secretary and Deputy Assistant Secretary positions with responsibilities for overseeing countering weapons of mass destruction policy, programs, and activities. ###
(c)Directive **[**[10 U.S.C. 131 note](/us/usc/t10/s131)**]** Not later than 90 days after the submission of the oversight plan under subsection (b), the Secretary of Defense shall issue a directive for the implementation of the oversight plan by the Countering Weapons of Mass Destruction-Unity of Effort Council. ###
(d)Report ####
(1)In general The Secretary shall submit to the congressional defense committees a report at the same time as the submission of the budget of the President (as submitted to Congress pursuant to section 1105(a) of title 31, United States Code) for each of fiscal years 2020 through fiscal year 2024. Each such report shall include, for the fiscal year covered by the report, each of the following: #####
(A)A concise budget summary, including budget program data provided by the Undersecretary of Defense (Comptroller) for all activities of the Department that include countering weapons of mass destruction for the period covered by the applicable future-years defense program under section 221 of title 10, United States Code. #####
(B)A description of the activities taken by the Countering Weapons of Mass Destruction-Unity of Effort Council, including— ######
(i)A description of actions that are promoting a unity of effort with respect to countering weapons of mass destruction across all elements of the Department. ######
(ii)A list of topics that have been brought before the Countering Weapons of Mass Destruction-Unity of Effort Council and the resolution of each such topic. ######
(iii)A description of current and future threats involving weapons of mass destruction. ######
(iv)A plan, for the period covered by the applicable future-years defense program under section 221 of title 10, United States Code, to address the threats identified under clause
(iii)consistent with the budget. ######
(v)Such other matters as the Secretary determines are relevant. ####
(2)Form of report The report required by paragraph
(1)shall be submitted in unclassified form, but may include a classified annex.
