In addition to funds appropriated in this Act, there is hereby appropriated $116,000,000, to remain available until expended, under the heading “Food for Peace Title II Grants”: * Provided*, That the funds made available under this section shall be used for the purposes set forth in the Food for Peace Act for both emergency and non-emergency purposes.
