## SEC. 402 USE OF EXISTING RESOURCES **[**[5 U.S.C. 306 note](/us/usc/t5/s306)**]** To the extent practicable, the head of each agency shall use existing procedures and systems to carry out agency requirements and shall select existing employees for appointments under this Act and the amendments made by this Act.
