## SEC. 6303 RURAL ENERGY SAVINGS PROGRAM Section 6407 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8107a) is amended— ####
(1)in subsection (b)(2), by striking “efficiency.” and inserting “efficiency (including cost-effective on- or off-grid renewable energy or energy storage systems).”; ####
(2)in subsection (c)— #####
(A)by redesignating paragraphs
(4)through
(7)as paragraphs
(5)through (8), respectively; #####
(B)by inserting after paragraph
(3)the following: > > #### “(4) Eligibility for other loans > > The Secretary shall not include any debt incurred by a borrower under this section in the calculation of the debt-equity ratio of the borrower for purposes of eligibility for loans under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq.).” > ; #####
(C)in subparagraph
(B)of paragraph
(5)(as so redesignated), by striking “(6)” and inserting “(7)”; and #####
(D)by adding at the end the following: > > #### “(9) Accounting > > The Secretary shall take appropriate steps to streamline the accounting requirements on borrowers under this section while maintaining adequate assurances of the repayment of the loans.” > ; ####
(3)in subsection (d)(1)— #####
(A)in subparagraph (A), by striking “3 percent” and inserting “5 percent”; and #####
(B)in subparagraph (D), by striking “electric” and inserting “recurring service”; ####
