## SEC. 3036 UNOBLIGATED M ACCOUNT BALANCES Notwithstanding any other provision of law, any obligated M account balances remaining available for expenditure as of August 1, 1991, under “Urban Discretionary Grants” and “Interstate Transfer Grants-Transit” of the Federal Transit Administration program shall be exempt from the application of the provisions of section 1405 (b)(4) and (b)(6) of Public Law 101–510 and section 1552 of title 31, United States Code, and shall be available until expended.
