## SEC. 2008 EFFECTIVE DATE; APPLICABILITY **[**[23 U.S.C. 402 note](/us/usc/t23/s402)**]** Except as otherwise provided, this title, including the amendments made by this title, shall take effect on the date of the enactment of this Act, shall apply to funds authorized to be appropriated or made available after September 30, 1991, and shall not apply to funds appropriated or made available on or before such date of enactment.
