## SEC. 1089 FEASIBILITY OF INTERNATIONAL BORDER HIGHWAY INFRASTRUCTURE DISCRETIONARY PROGRAM ###
(a)Study The Secretary shall conduct a study of the advisability and feasibility of establishing an international border highway infrastructure discretionary program. The purpose of such a program would be to enable States and Federal agencies to construct, replace, and rehabilitate highway infrastructure facilities at international borders when such States, agencies, and the Secretary find that an international bridge or a reasonable segment of a major highway providing access to such a bridge
(1)is important;
(2)is unsafe because of structural deficiencies, physical deterioration, or functional obsolescence;
(3)poses a safety hazard to highway users;
(4)by its construction, replacement, or rehabilitation, would minimize disruptions, delays, and costs to users; or
(5)by its construction, replacement, or rehabilitation, would provide more efficient routes for international trade and commerce. ###
(b)Report Not later than September 30, 1993, the Secretary shall transmit to Congress a report on the results of the study conducted under this section, together with any recommendations to the Secretary.
