## SEC. 421 **[**[23 U.S.C. 120 note](/us/usc/t23/s120)**]** Effective as of December 4, 2015, and as if included therein as enacted, section 1408 of the Fixing America’s Surface Transportation Act (Public Law 114-94) is amended by adding at the end the following:" “(c) Applicability.—The amendment made by subsection
(b)shall apply to projects to repair or reconstruct facilities damaged as a result of a natural disaster or catastrophic failure described in section 125(a) of title 23, United States Code, occurring on or after October 1, 2015.” ". This division may be cited as the “Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2016”. ### Division M INTELLIGENCE AUTHORIZATION ACT FOR FISCAL YEAR 2016
