## SEC. 231 EFFECTIVE DATES Except as otherwise provided in this title, this title, and the amendments made by this title, shall take effect on October 1, 1991, except that sections 222 and 223 shall take effect on the date of the enactment of this Act. # TITLE III FAMILY UNITY AND TEMPORARY PROTECTED STATUS
