## SEC. 3305 AVIATION SECURITY STAKEHOLDERS DEFINED For purposes of this subtitle, the term “aviation security stakeholders” shall mean, at a minimum, air carriers, airport operators, and labor organizations representing Transportation Security Officers or, where applicable, contract screeners.
