## SEC. 4003 HIGHWAY SAFETY RESEARCH AND DEVELOPMENT Section 403 of title 23, United States Code, is amended— ####
(1)in subsection (h)— #####
(A)in paragraph
(1)by striking “may” and inserting “shall”; #####
(B)by striking paragraph
(2)and inserting the following: > > #### “(2) Funding > > The Secretary shall obligate from funds made available to carry out this section for the period covering fiscal years 2017 through 2020 not more than $21,248,000 to conduct the research described in paragraph (1).” > ; #####
(C)in paragraph
(3)by striking “If the Administrator utilizes the authority under paragraph (1), the” and inserting “The”; and #####
(D)in paragraph
(4)by striking “If the Administrator conducts the research authorized under paragraph (1), the” and inserting “The”; and ####
(2)by adding at the end the following: > > ### “(i) Limitation on Drug and Alcohol Survey Data > > The Secretary shall establish procedures and guidelines to ensure that any person participating in a program or activity that collects data on drug or alcohol use by drivers of motor vehicles and is carried out under this section is informed that the program or activity is voluntary. > > > ### “(j) Federal Share > > The Federal share of the cost of any project or activity carried out under this section may be not more than 100 percent.” > .
