Sec. 3. **[**[33 U.S.C. 603a](/us/usc/t33/s603a)**]** That the Secretary of War is hereby authorized to allot not to exceed $5,000,000 from any appropriations heretofore or hereafter made for any one fiscal year for improvement of rivers and harbors, for removing accumulated snags, obstructions, and other debrislocated in or adjacent to a Federal channel, and for protecting, clearing, and straightening channels in navigable harbors and navigable streams and tributaries thereof, when in the opinion of the Chief of Engineers such work is advisable in the interest of navigation, flood control, ecosystem restoration, or recreation. The paragraph in section 1 of the River and Harbor Act approved July 25, 1912, relating to removal of temporary obstructions, as amended by section 3 of the River and Harbor Act approved July 3, 1930, and section 3 of the River and Harbor Act approved October 17, 1940, is hereby repealed.
