## Sec. 312 effective dates ###

(a)Except as provided in subsection (b), this title shall take effect on the date of the enactment of this Act. ###

(b)Section 302 and section 303 shall take effect 90 days after the effective date of the rules and regulations fist promulgated under section 310. **[**[15 U.S.C. 4011 note](/us/usc/t15/s4011)**]**
