## SEC. 2 DEFINITIONS **[**[22 U.S.C. 2394c note](/us/usc/t22/s2394c)**]** In this Act: ####
(1)Appropriate congressional committees The term “**appropriate congressional committees**” means— #####
(A)the Committee on Foreign Relations of the Senate; #####
(B)the Committee on Appropriations of the Senate; #####
(C)the Committee on Foreign Affairs of the House of Representatives; and #####
(D)the Committee on Appropriations of the House of Representatives. ####
(2)Evaluation The term “**evaluation**” means, with respect to a covered United States foreign assistance program, the systematic collection and analysis of information about the characteristics and outcomes of the program, including projects conducted under such program, as a basis for— #####
(A)making judgments and evaluations regarding the program; #####
(B)improving program effectiveness; and #####
(C)informing decisions about current and future programming. ####
(3)Covered united states foreign assistance The term “**covered United States foreign assistance**” means assistance authorized under— #####
(A)part I of the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.), except for chapter 3 of such part (relating to International Organizations and Programs); #####
(B)chapter 4 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2346 et seq.; relating to Economic Support Fund); #####
(C)the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.); #####
(D)the Food for Peace Act (7 U.S.C. 1721 et seq.); ##### (E)1 the Better Utilization of Investments Leading to Development Act of 2018. 1There are two subparagraph (E)s’ in law. See amendments made by section 1470(l) of division F of Public Law 115-254 and section 7(3) of Public Law 117-214. In addition, the conforming amendments in paragraphs
(1)and
(2)of such section 7 could not be executed. Section 9 of Public Law 117-214 provides as follows: “**The requirements of this Act and the amendments made by this Act shall terminate on the date that is 7 years after the date of the enactment of this Act [effective October 19, 2029]**”. ##### (E)2 the Global Malnutrition Prevention and Treatment Act of 2021. 2Section 5564(b) of division E of Public Law 117–263 provides for amendments to paragraph
(3)by striking “**and**” at the end of subparagraph (D), striking the period at the end of (E), and adding at the end a new subparagraph (F). Section 5565 provides “**This subtitle shall cease to be effective on September 30, 2027.**”. The amendment to subparagraph
(E)was not carried out since there are two of them in law. #####
(F)the Global Health Security and International Pandemic Prevention, Preparedness and Response Act of 2022.
