## SEC. 1536 PLAN FOR TRANSITION OF FUNDING OF UNITED STATES SPECIAL OPERATIONS COMMAND FROM SUPPLEMENTAL FUNDING FOR OVERSEAS CONTINGENCY OPERATIONS TO RECURRING FUNDING FOR FUTURE-YEARS DEFENSE PROGRAMS At the same time the budget of the President for fiscal year 2016 is submitted to Congress pursuant to section 1105 of title 31, United States Code, the Secretary of Defense shall submit to the congressional defense committees a plan to maintain critical and enduring special operations capabilities for the United States Special Operations Command by fully transitioning funding for the United States Special Operations Command from funds available for overseas contingency operations to funds available for the Department of Defense on a recurring basis for purposes of future-years defense programs. # TITLE XVI STRATEGIC PROGRAMS, CYBER, AND INTELLIGENCE MATTERS ## Subtitle A Space Activities
