## SEC. 1225 SEMIANNUAL REPORT ON ENHANCING SECURITY AND STABILITY IN AFGHANISTAN ###
(a)Reports Required ####
(1)In general The Secretary of Defense shall, in coordination with the Secretary of State, submit to the appropriate committees of Congress on a semiannual basis a report on building and sustaining the Afghan National Security Forces
(ANSF)and enhancing security and stability in Afghanistan. ####
(2)Submittal A report under paragraph
(1)shall be submitted not later than June 15 each year, for the 6-month period ending on May 31 of such year, and not later than December 15 each year, for the 6-month period ending on November 30 of such year. No report is required to be submitted under paragraph
(1)after the report required to be submitted on December 15, 2022. ####
(3)Form Each report required under paragraph
(1)shall be submitted in unclassified form without any designation relating to dissemination control, but may include a classified annex. ###
(b)Matters To Be Included Each report required under subsection
(a)shall include the following: ####
(1)Strategy and objectives of united states and nato missions in afghanistan after 2014 and taking into account the august 2017 strategy of the united states A detailed description of— #####
(A)the strategy and objectives of any post-2014 United States mission, including the 2017 South Asia Strategy of the United States and any subsequent United States strategy, and any mission agreed by the North Atlantic Treaty Organization (NATO), that are pertinent to— ######
(i)training, advising, and assisting the ANSF; or ######
(ii)conducting counterrorism operations in Afghanistan; and #####
(B)indicators of effectiveness as developed by the Secretary or NATO, as appropriate, in the assessment of— ######
(i)any such United States train, advise, and assist mission and of any such train, advise, and assist mission agreed by NATO, including efforts to build the counterterrorism capabilities of the ANSF; ######
(ii)the United States counterterrorism mission; and ######
(iii)efforts by the Department of Defense to support reconciliation efforts and develop conditions for the expansion of the reach of the Government of Afghanistan throughout Afghanistan. ####
(2)Threat assessment An assessment of the current security conditions in Afghanistan, including the progress of the Government of Afghanistan on securing Afghan territory and population, and the security conditions anticipated in Afghanistan during the 24-month period beginning on the date of the submittal of such report, including with respect to threats from terrorist groups such as al-Qaeda, the Taliban, the Haqqani Network, and the Islamic State of Iraq and Syria Khorasan. ####
(3)Description of size and structure and strategy and budget of ansf A description of— #####
(A)the size and force structure of the ANSF, including the Afghanistan National Army (ANA), the Afghanistan National Police (ANP), the Afghan Border Police, the Afghan Local Police, and such other major force components of the ANSF as the Secretary considers appropriate; #####
(B)the rationale for any changes in the overall end strength or the mix of force structure for the ANSF during the period covered by such report; #####
(C)levels of recruitment, retention, and attrition within the ANSF, in the aggregate and by force component; #####
(D)personnel end strength within the Afghanistan Ministry of Defense and the Afghanistan Ministry of Security; #####
(E)the strategy and budget of the ANSF; and #####
(F)a description of the activities of the ANSF during the period covered by the report. ####
(4)Assessment of size, structure, capabilities, and strategy of ansf An assessment whether the size, structure, capabilities, and strategy of the ANSF are sufficient to provide security in light of the current security conditions in Afghanistan and the security conditions anticipated in Afghanistan during the 24-month period beginning on the date of the submittal of such report. Such assessment should describe the risks and trade-offs the ANSF are making and any gaps in the capacity and capabilities of the ANSF. ####
(5)Building key capabilities and enabling forces within ansf #####
(A)A description of programs to achieve key mission enabling capabilities within the ANSF, including any major milestones and timelines, and the end states intended to be achieved by such programs, including for the following: ######
(i)Security institution capacity building. ######
(ii)Special operations forces and their key enablers. ######
(iii)Intelligence. ######
(iv)Logistics. ######
(v)Maintenance. ######
(vi)Air forces. #####
(B)Metrics, as developed by the Commander of United States forces in Afghanistan, for monitoring and evaluating the performance of such programs in achieving the intended outcomes of such programs. ####
(6)Financing the ansf A description of— #####
(A)any plan agreed by the United States, the international community, and the Government of Afghanistan to fund and sustain the ANSF that serves as current guidance on such matters during the period covered by such report, including a description of whether such plan differs from— ######
(i)in the case of the first report submitted under subsection (a), commitments undertaken at the 2012 NATO Summit in Chicago and the Tokyo Mutual Accountability Framework; or ######
(ii)in the case of any other report submitted under subsection (a), such plan as set forth in the previous report submitted under subsection (a); #####
(B)the Afghan Security Forces Fund financing plan through 2017; #####
(C)contributions by the international community to sustaining the ANSF during the period covered by such report; #####
(D)contributions by the Government of Afghanistan to sustaining the ANSF during the period covered by such report; and #####
(E)efforts to ensure that the Government of Afghanistan can assume an increasing financial responsibility for sustaining the ANSF consistent with its commitments at the Chicago Summit and the Tokyo Mutual Accountability Framework. ####
(7)Assessment of risks associated with drawdown of united states forces An assessment of the risks to the mission in Afghanistan associated with any drawdown of United States forces that occurred during the period covered by such report. ####
(8)Afghan personnel and pay system A description of the status of the implementation of the Afghan Personnel and Pay System
(APPS)at the Afghan Ministry of Interior and the Afghan Ministry of Defense for personnel funds provided through the Afghanistan Security Forces Fund, including, with respect to each such Ministry— #####
(A)the expected completion date for full implementation of the APPS; #####
(B)the extent to which the APPS is being utilized; #####
(C)an explanation of any challenges or delays affecting full implementation of the APPS; #####
(D)a description of the steps taken to mitigate fraud, waste, and abuse in the disbursement of personnel funds prior to full implementation of the APPS; and #####
(E)an estimate of cost savings by reason of full implementation of the APPS. ####
(9)Monitoring and evaluation measures relating to asff A description of the monitoring and evaluation measures that the Department of Defense and the Government of Afghanistan are taking to ensure that funds of the Afghanistan Security Forces Fund provided to the Government of Afghanistan as direct government-to-government assistance are not subject to waste, fraud, or abuse. ####
(10)Civilian casualties #####
(A)An analysis of civilian casualties caused by— ######
(i)the Afghan National Defense and Security Forces; and ######
(ii)the Taliban and other terrorist organizations in Afghanistan. #####
(B)A description of current training and advisory efforts to improve the Government of Afghanistan’s capability to minimize civilian casualties and other harm to civilians and civilian infrastructure in compliance with the laws of armed conflict, to include its principles of military necessity, proportionality, and distinction, and any gaps or weaknesses in Afghanistan’s capability to minimize civilian casualties and other such harm. #####
(C)An assessment of the progress of implementation of the Government of Afghanistan’s National Civilian Casualty and Mitigation and Prevention Policy. #####
(D)An assessment of the Government of Afghanistan’s capacity and mechanisms to assess and investigate reports of civilian casualties. ####
(11)District-level stability assessment #####
(A)In general The production of a district-level stability assessment that displays the level of Government of Afghanistan versus insurgent control and influence of districts that the Department of Defense discontinued in 2018, to include district, population, and territorial control data. #####
(B)Public availability The Secretary of Defense shall make publicly available the assessments and data relating to the assessments described in subparagraph (A). ####
(12)Other matters Any other matters the Secretary of Defense determines to be relevant. ###
(c)Appropriate Committees of Congress Defined In this section, the term “appropriate committees of Congress” means— ####
(1)the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Relations of the Senate; and ####
(2)the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Affairs of the House of Representatives. ###
(d)Repeal of Superseded Authority Section 1230 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181) is repealed.
