## SEC. 1401 PREVENTION AND INTERVENTION PROGRAMS FOR CHILDREN AND YOUTH WHO ARE NEGLECTED, DELINQUENT, OR AT-RISK Part D of title I (20 U.S.C. 6421 et seq.) is amended— ####
