## SEC. 311 DEADLINE FOR SUBMISSION OF REPORTS ON PROPOSED BUDGETS FOR ACTIVITIES RELATING TO OPERATIONAL ENERGY STRATEGY Section 138c(e) of title 10, United States Code, is amended— ####

(1)in paragraph (4), by striking “Not later than 30 days after the date on which the budget for a fiscal year is submitted to Congress pursuant to section 1105 of title 31, the Secretary of Defense shall submit to Congress a report on the proposed budgets for that fiscal year” and inserting “The Secretary of Defense shall submit to Congress a report on the proposed budgets for a fiscal year”; and ####

(2)by adding at the end the following new paragraph: > > #### “(6) > > The report required by paragraph

(4)for a fiscal year shall be submitted by the later of the following dates: > > > ##### “(A) > > The date that is 30 days after the date on which the budget for that fiscal year is submitted to Congress pursuant to section 1105 of title 31. > > > ##### “(B) > > March 31 of the previous fiscal year.” > .
