## SEC. 216 PURPOSE **[**[34 U.S.C. 20322](/us/usc/t34/s20322)**]** The purpose of this subtitle is to ensure that by January 1, 2015, a court-appointed special advocate shall be available to every victim of child abuse or neglect in the United States that needs such an advocate.
